The UNESCO Regional Offices are responsible for the implementation of IHP at the regional level. Regional Hydrologists are posted in the field and serve as IHP focal points for all issues relating to the Programme, both at regional and national levels.

IHP National Committees


As a programme with scientific and educational goals, IHP is a cooperative effort, relying on the worldwide efforts of Member States and their designated IHP National Committees to function efficiently.


IHP National Committees (composed of public agencies in hydrology and water resources, private individuals, relevant university faculties and departments, research institutes, consulting agencies, professional and learned societies) play a critical role in implementing the Programme and in channelling information about IHP to and from the country. These roles differ from country to country, depending on national capabilities and the existing institutional structure for hydrological studies and water resources management.

International and Regional Institutes and Centres


International and Regional Institutes and Centres fulfil a number of functions, including:

  • coordination, development of cooperation, collection and exchange of information in a particular discipline

  • theoretical and experimental research

  • training, advanced education, contributing to the execution of UNESCO’s programmes

  • increasing the participation of relevant national, subregional and regional institutions in UNESCO’s efforts.

Institutes and Centres under the auspices of UNESCO or Category II centres are legally independent of UNESCO, but are associated with the Organization through various arrangements.

UNESCO Chairs


UNESCO Chairs are joint undertakings between UNESCO and interested parties. They can be established as teaching or research facilities at a university or other higher education or research institute. The composition of the Chair must include a Chairholder as its academic head; teachers and/or researchers implicated in the Chair’s activities; and students and/or researchers studying or training under the Chair.

IHP-HELP Centre for Water Law, Policy and Science
The IHP-HELP Centre seeks to develop and share knowledge and expertise in international, national and transboundary water law and policy.

International Centre for Water Hazard and Risk Management (ICHARM)
This centre deals with water-related disasters such as floods and droughts, which are major challenges that need to be overcome in order to ensure sustainable human development and poverty alleviation.

International Centre on Qanats and Historic
Hydraulic Structures (ICQHHS)




This centre aims to promote research, capacity-building and knowledge transfer on qanats, as well as the preservation of the cultural heritage that qanats represent.

International Research and Training Centre on Erosion and Sedimentation (IRTCES)This Centre aims to promote an international exchange of knowledge and cooperation in the study of erosion and sedimentation problems.

Regional Centre on Urban Water Management
(RCUWM)
RCUWM is a regional scientific organization on urban water management, which takes into account the climatic and other specifications of the Arab States region. The potential impact of the centre is on international scientific and technical cooperation in the region.

Regional Centre for Training and Water Studies of Arid and Semi-arid Zones
(RCTWS)

The RCTWS aims to provide information on the science and technology of arid and semi-arid zones and promote policies leading to the integrated and sustainable water resources management at the local, regional, and national levels.

Regional Humid Tropics Hydrology and Water Resources Centre for South-East Asia and the PacificThis Centre aims to strengthen the bonds between scientific research, application and education in the field of humid tropics hydrology and water resources.

UNESCO-IHE Institute for Water Education
The mission of the UNESCO-IHE Institute is to contribute to the education and training of professionals and to build the capacity of sector organizations, knowledge centres and other institutions active in the fields of water, the environment and infrastructure, in developing countries and countries in transition.

Centre for Arid and
Semi-arid Zones of Latin America and the Caribbean (CAZALAC)

CAZALAC promotes training, education, scientific research and technological initiatives in the region’s arid and semi-arid zones, where managing water resources is particularly difficult.
